My grandma says it alot, but i don't think its actually attributed to anybody. It's just an old maxim.
EDIT:
Edward K Morgan wrote a novel with that title, but he did not coin the phrase.

The original I heard was, "Don't judge a man until you have walked a mile in his moccasins."
I've always heard in attributed to "an old Native American saying".
You can find references to this, but no concrete attributions, on the internet - look for walk in his moccasins, rather than in his shoes...
