It is called a potato pancake.
Potato Pancakes
Left over mashed potatoes
1 egg
Salt and pepper to taste
2 Tbsps. finely chopped onion
Flour or corn meal
Butter for frying
Combine mashed potatoes, egg, salt, pepper and onion. Lightly dredge in flour and fry up in the melted butter until brown and crispy.

Regular mashed potatoes can be used in place of the mashed sweet potatoes.
Sweet Potato Pancakes
15 pancakes
Prep: 25 minutes
Cook: 2 minutes
Ingredients
1-1/4 cups all-purpose flour
2 tablespoons sugar
1-1/4 teaspoons baking powder
3/4 teaspoons salt
2 eggs, slightly beaten
1-1/4 cups milk
1/2 cup mashed cooked sweet potatoes, cooled
3 tablespoons margarine or butter, melted
1 recipe Spiced Syrup (see Recipe Center) (optional)
Directions
1. In a mixing bowl combine flour, sugar, baking powder, and salt. In another mixing bowl combine eggs, milk, sweet potatoes, and margarine or butter. Add to flour mixture. Stir just until combined but still slightly lumpy.
2. Heat a lightly greased griddle or heavy skillet over medium heat until a few drops of water dance across the surface. For each pancake, pour about 1/4 cup batter onto the hot griddle.
3. Cook over medium heat until pancakes are golden brown, turning to cook second sides when pancake surfaces are bubbly and edges are slightly dry (about 1 to 2 minutes per side). Serve immediately or keep warm in a loosely covered ovenproof dish in a 300 degree F oven. If desired, serve with Spiced Syrup. Makes 15 pancakes.

a latke is a pancake of hash browns... so a pancake of mashed potatoes could be a mashed latke...

A potato cake? Latkes, a German / Jewish creation, combining shredded potato, onion, egg and flour, salt & pepper and fried, served topped with sour cream and chives or capers.
I have also make them out of mashed, with some cheddar cheese as a binder.

Your probably thinking of a latka, or potato pancake. But their made from shredded potatoes, not mashed.
