Its a digital image of the Fleur De Lis, a French symbol of royalty.

The "fleur de lis" tranlates to "lily flower." It was a symbol of purity and was the symbol of Mary, the mother of Jesus.
It was also a symbol of strength and was the emblem of the French kings in the era that New Orleans was a French influenced protectorate.
Since New Orleans revels in it's French roots, it maintains the continuity in part with the use of that ancient symbol.
