Yes, you can. I only know if you use Yahoo Mesengger. It will charge 1c per min to USA. Anothyer country, I don't kno.. I think like that..

I believe there are ways to do this. One of which is by using a program called Skype.
Skype is a program that enables you to talk with people on the Internet for free, I believe, but if you would like to call actual phones, then you may have to pay a fee.

you can msg them thru msn if the cellphone user is online using their cellphone. The cellphone user may recieve charges though.
