It's starting to bother me, and it's only on one side.
They are really raised getting bigger.

If the bumps are deep under the skin, they could be lipomas. In essence, they're just fatty deposits. A trip to the doctor is your best bet though...

Cellulite is one possibility.

1) Stress (hives)
2) Diet/exercise - lack thereof (cellulite)
3) Ingrown hairs (if you shave)

I have experience with the first, but not the others. And yes, when you "break-out" with hives, it can happen in isolated areas (in my case, it was the arms only).

The only other reasonable explanation I can think of - other than zits - is "contact dermatitis"...in short, that thigh came in contact to something that is causing a surface reaction on your skin. If it has been there more than a few days, or becomes acute, see a doctor ASAP.

Do they itch, are they red, are they like a pimple...you really didn't give enough information to make an accurate diagnosis.

Better go see a dermatologist it sounds like.
