Sorry about your brother.
Unless your brother had a policy that paid the car off in event of his death, and this would be separate from his collision/liability coverage,
your mother would have to pay the balance of the loan.

By paying off the balance on the loan, and going through probate to get the car.
If your brother has any other debts, all his assets - including this car - must be sold to pay them, before they can be passed along to anyone else.

Did you brother have a will - it may state where the car goes -
that would be the first concern
then
Have Mom talk to the financial institution
I am sure the question has come up before - and they will probably be glad to work something out
ask the Dept of Motor Vehicles in your state what would be needed for a deceased person;s car to be transferred to
a family member
and finally - Mom will need to get insurance on the car -
will not be brother's policy - but hers

Your mom will have to contact the bank and they will run a credit check and rewrite the loan in her name based on her credit. She will need to get her own insurance.

All she has to do is put insurance on the car, and make the payments on the Car Loan. Check with the Car Loan company to see about changing the names on the registration.

She'd have to transfer ownership of the vehicle to herself and contact the insurance agency and the lien holder to transfer responsibilty to her.
