Why do people think God's Kingdom is in your heart when the bible clearly states that it is a government that will put an end to all other governments, and will never be brought to ruin at daniel 2:44?

Short and to the point:

People think that God's kingdom is in their hearts because that is what they are told by their pastors or other religious leaders.

But you are 100% correct when you say that God's Kingdom is a government.

When the Love of Jesus (King of kings) reigns in everyone's heart, governing all their behavior and actions, then His Kingdom will be established throughout the earth. The new rulership will be based on love and obedience, no longer about hatred and rebellion.

It's because of what is said in Luke 17:21 read below for the proper understanding.

Luke 17:21, KJ: “Neither shall they say, Lo here! or, lo there! for, behold, the kingdom of God is within you [also TEV, Dy; but “among you,” KJ margin, NE, JB; “in the midst of you,” RS; “in your midst,” NW].” (Notice that, as shown by verse 20, Jesus was speaking to the Pharisees, whom he also denounced as hypocrites, so he could not have meant that the Kingdom was in their hearts. But the Kingdom as represented by Christ was in their midst. Thus The Emphatic Diaglott reads: “God’s royal majesty is among you.”)

the "Kingdom of God" is the people who truly believe in God and do his works.and follow the teachings of Christ.

There is a problem with declarations that define god as a real entity.
God is a fictitious entity, and his "kingdom" is in the minds and imaginations of those people who believe in god's "existence".
considering this fact, the statement about god's kingdom being in the hearts of people receives a clearer meaning.
