UMass (http://www.umassonline.net/Home.html)
has some good master's online as does
U Florida (http://www.distancelearning.ufl.edu/). Among the least expensive are
Peru State (http://www.peru.edu/offuttafb/degreeprograms/onlinelearning.htm) and
American Military U. (http://www.amu.apus.edu/index.htm)

Western New Mexico (http://www.wnmu.edu/VirtualCampus/index.html) has a really cool interdisciplinary MA that's reasonably priced.

One program I found that is incredibly highly respected worldwide is the MSt at University of Oxford (yes, THE Oxford). It's not inexpensive or easy to get into. http://humanrightslaw.conted.ox.ac.uk/MStIHRL/

And, of course, two of my alma mater offer degrees by DL and the other teaches online:
Webster University (http://www.webster.edu)
Excelsior College (http://www.excelsior.edu)
Coastal Carolina University (http://www.coastal.edu)

Fact is, some 35% of all institutions of higher learning are offering degrees online (source: NBC Nightly News) and that may well include the state U where you live.

There are plenty of online programs now. I attend Webster Univ online Human Res. Mgt Program. Basically have the fastest internet, a good computer and time, time, time to complete an online class. I think online classes are more difficult because participation is key. There maybe daily or weekly posting which are big part of the grade. Univ of Phoenix offers many Masters Program online.
