If you have a green card then yes. Also while you are in the Army you can pretty much automatically recieve your citizenship and so can any dependent you might have if they are not already citizens.

if you are a legal permanent resident with a Green Card, yes. there are restrictions however.

no jobs that require a Clearance, you may not be an Officer and you must get your citizenship before being allowed to re enlist.

Yes you can. You can stay in for only 12 years as a non-citizen and only reach the rank of E-6.

yes if you meet the physical requirements. we have a few in my unit that are not citizens but will be once the paperwork gets pushed through. serving can also speed up the naturalization process. they have it now where people that serve don't pay any of the costs that are required so there is another benefit of serving.
