For a 3 year old I don't think there is a recommended amount of fluid to drink. Unless you measure every drop they drink you would never know. As long as they drink something throught out the day especially when it's hot then they should be fine.
However I have just found a website (below) that tells you how much a child should drink. Hope this helps you as a guide anyway. Not that I have ever measured exact amounts & kept track unless they were little babys under 12 months.

About 400ml milk and 2 cups of juice max. but with water as much as he wants. it's best to serve water with his food rather than juice

As much as he wants - don't force him to drink or it may rebound on you and you will end up with a toddler who refuses to drink at all!
And remember - the post mortem on the guy who died running the Marathon this year, showed that his death resulted from drinking too much water.

A good estimate is to take their body weight in pounds and divide that number in half. That gives you the number of ounces of water per day that they need to drink. For example, if you weigh 30 pounds, you should drink at least 15 ounces of water per day. Also, remember to add for abundance of activities & heat.

as long as the cup kept topped up don't worry about it your child will drink as much or as little as they want i have never drunk much no where near the amount i should drink but my children drink like a fish

last year, my son was 3, he has a tommee tippee open beaker (the biggest one, 250ml i think), he had a beaker of proper fruit juice with breakfast, a beaker of water or weak squash with lunch and a 3rd beaker of water or weak squash for afternoon tea. if he had less than this, he got really grumpy! on a really hot or active day, he had a 4th cup.
he sits at the table and drinks a whole cupful.
he has a small beaker of water beside his bed
