My son started swimming lessons 3 days ago at the inside swimming pool. The chlorine and long time water exposure dries out his skin head to toe, and his skin gets all dry and sand paper like.

He is 12 years old, what things should I bring to the pool and use on him to protect his skin?

First, ask his swim teacher for advice. Second, have him rinse off in the shower immediately after getting out and then put lotion on all over with aloe in it. That should help.

Holy Canole, your skin isn't suppose to feel like sand paper. If it's THAT bad he probably shouldn't be swimming in a pool. Otherwise, scuba diving suit.

i use sunblock..

You need sunblock with an spf block of at least 20. I'd buy a waterproof brand
