In my opinion it was Windows 95. It was Microsoft's first true brake from DOS and 32 bit operating system. It is also what helped launch Microsoft and Bill Gates into the riches man and company in the world. However, it crashed so much I do not know how we made it in those days. I still think back at how often I was turning on and off my computer. It was also 95 that introduced us to the blue screen of death and those lovely crash codes that only Microsoft's softwear engineers understand. What a mess.

I loved DOS and IMO Win '98 is the best operating system ever.
The worst: Windows Vista because of it's compatibility issues and impracticality concerning security; and because for what it cost, it should do better.

hard to memorize all those commands
and the syntax was a killer (you had to type everything perfectly)

Apart from Windows 1.0 that ran used at best an EGA (16 colour) display (and from floppy disks), I would say Windows ME due to it's incompatibility with a lot of hardware around at the time.
OS/2 was a bit of a fizzer also ......
