I am sure she is completely normal, those little buggers do some odd things sometimes. My son tried to eat a glass Christmas ornament this year, he thought it was candy, I think the candy canes might have thrown him off a little.

Yes it can be normal and no sometimes it isn't normal.

Sometimes it can be that the body is lacking something and so the child develops an unusual craving for something odd.

It could just be a kid tasting stuff.

It could also be something else. I once knew a child that started like that and evolved to eating his hair.

Just to be sure, take her to the doctor a week or two from now after you have taken the pains to write down everything she eats, even the Fuzz. Write down the times and also how she is acting at various times throughout the day esp. when she eats the Fuzz.

Then take her to the doc. Because we all know docs are not magicians. Without us doing our part to help them find the cause of something wrong, if there even is something wrong, they are left to test and retest and guess based on the outcome of tests. No need to put her through more than necessary.

oh kids are not normal unless they are goofy.
idk, try to tell her that its not food and she should only put food in her mouth.
My daughter used to lick people and things. She never listened when i told her not to, but she doesn't do it anymore.

2 year olds do amazing things, so anything is possible...

i'd just tell her it's "yuckie" or whatever word you use. doesn't mean she will stop.. good luck.. i don't think it's going to hurt her.
