Definitely use one, or preferably two coats of a high-hiding primer. A darker color (the brownish-orange) can show up under a lighter color, even if it's not obvious right away, and will definitely affect the appearance of the white if you don't prime first. Also, the primer will help to camouflage any unevenly-covered spots on the new paint job.

Follow the primer with one coat of paint, and see how it dries. If it doesn't look even (shadowy areas, or light-and-dark areas), put on a second coat. I'm betting you'll be happier if you apply the second coat of paint.

Use a white primer first then use a good quality white paint you may need more than one coat to get the look you want.

Use a stain killing primer...like Kilz...use one coat if you use oil based primer, or two coats if you use later kilz. When you repaint, read the label on the paint...use the proper applicators and apply the paint properly.

You can use a neutral Grey to prime your walls. Kilz is used to prevent oil bleeds from knots or water stains. It is not necessary. Use a good roller pad, 3/8" to 1/2" for good coverage and apply in the shape of a "W". Here is a link for you.

I would advise using a primer/sealer such as Kilz or Zinsser. This will allow fewer coats of the new color. You are going to white so you would not need to have the primer tinted, but it is possible for other colors.
