Your bottleneck is your internet. Invest in Cable Modem, DSL, or something faster than dial up. You will notice your internet loading a lot faster. You did not put any specs about your computer, so no do not throw that in the trash yet. At least it is running XP (shows its somewhat new) and not Windows 95 or something. Get a better internet connection and see how your web access is. Then decide if you want to invest in a new PC or not.

The only answer to this is broadband, it works out much cheaper, as with dial-up you pay-per-minute.
When I was still working with Windows I had a Dial-up connection briefly.
I wanted to download itunes.
Dial-up would take 5 days.
Broadband 2 minutes.
I think that tells you everything.

Throwing away your computer isn't going to solve your problem. If you get a brand new state of the art computer, it's not going to speed up your downloading. You need to get high speed internet. You can get either DSL (cheapest and still fairly fast), cable modem (fast but fairly expensive), or Fios (really fast and cheap for 1 year, but after 1 year, it might be insanely expensive).
If you live near an area that provides Wi-Fi, such as an airport, get a Wi-Fi adapter and use it to get faster internet access.

No point in buying a brand new PC if it's the slow internet that's frustrating you. And software to speed up internet browsing only makes the pictures compressed and fuzzy, it doesn't do much else.
Get broadband and enjoy your (still fairly new) computer!

Find a friend with broadband and do all your updates at their place .... if you write (email) to Microsoft support they will send you a copy of SP2 on CD and maybe even all 97 updates since SP2

It's not your computers fault, it's your dial-up.
Upgrade your internet.
Your computer is more than powerful enough to run XP
