tell her to leave before she is 18 1/2.seriously.then she can apply for residency or a visa.but after 18 1/2 years old she is the going to get the ban for being here illegally.only other option at this point in the law is if her parents or a brother/sister over 21(or is it 18?) are citizen/PR they can petition for her.or the other way is through marriage but not advisable.

Unfortunately to become legal she would probably have to go back to what ever country she was brought here from, And file for papers to come here legally. Even if she has never known the country, or speak their language or know anyone there. Or else she would have to try and wait it out till some laws change in her favor. Which may or may not happen in 1 to 100 years.

Right now there is nothing that she can do to become legal while in the US. She will have to leave and try to come back on a visa of some sort.
Loquitaamericana: there is a way to become legal even when you are illegal and it's not amnesty. It's called the I601 waiver which allows the immediate relative of the immigrant to prove that without their spouse/family member, they would be in extreme hardship. The immigrant has to go back to their home country and file from there.
