i know its probably the alcohol content and what the other ingredients are but what is the strongest or most potent?

Liquor just refers to alcoholic drinks with a high alcohol content, generally 40-90%. Rum is made from fermenting molasses and other byproducts of sugar production, cognac is brandy (distilled wine) made from grapes from the cognac region of france usually around 40% alcohol. Wine is made from fermented grapes, and I think it tends to be around 12% alcohol(?). Vodka can be made by fermenting grains or potatoes and it's alcohol content ranges from 40-90%. Vodkas will probably tend to be the most alcoholic.

Different spirits are made from different plant material. I'm no expert, but I know wine is from grapes, rum is from sugar cane.

The term "liquor" is used as a general label for alcoholic beverages.
