Sydney-merely because Sydney has a higher population than Melbourne.It can be classed the same with any criminal activities- higher in sydnay than Melbourne.

Melbourne..... you know the rumour about how people throw sneakers over their electricity wire infront of their house to let people know their a drug dealer.....you see quite a few sneakers thrown on wires these days in Melbourne...

One can look at crime rates between the two cities as it is proportional to the population of drug addicts.
Sydney has more crimes than Melbourne .
