Police - Vigiles. Romans did not have a police as today. Best single word is 'vigiles', which is more like 'watchman'.
Unified - Unificatus
Government - Guberatio civitatis. 'Civil Management'.
Galaxy - Via lactea. That's Milky Way - our galaxy. The term was actually first used by Ovid.

I know GOVERNMENT IS "administratio" also "gubernatio"
I'm pretty sure the other words are somehow similar, as Latin has influenced many English words, but I just know this one.
