Listen to JD. The M14 has a fully automatic capability and can only be owned by the holder of a Class III license issued by BAFTE. The M14 has a selective-fire lever that allows the shooter to fire the rifle either semi-automatically or fully automatically.
You can, however, obtain a civilian legal varient of the M14 known as the M1A. Typically, Springfield Armory manufactures the best M1A as you will find many of these rifles on the firing lines of local competitions and the National Matches at Camp Perry, Ohio. The Chinese company Norinco produces a knock-off of the M1A, but the parts are not interchangeable, the quality is suspect, it's not very accurate, etc. If you're looking at a Norinco it is better to save up the almost $1500 or more for a Springfield Armory M1A or spend your money on toilet paper... it'll have better use.

You're contradicting yourself.
If you want an "original" M14, it will be a Class three firearm and Bound and JD pretty well covered that.
Where you contradict is when you say "assault rifle" and "semi automatic" in the same breath. No such thing (especially when it comes to the original M14's semi-auto only variants known as the M1A).
If all you want is a semi-auto "M14" (M1A) like the military is using overseas right now and civilian high-power match shooters use to date, just buy a new production Springfield Armory M1A and be done with it. Its money well spent, and a great firearm. Hardly can be considered a "reproduction" because I don't think they ever stopped.

To the best of my knowledge, the M-14 has not been declared surplus due to its selective fire capability.
Even though most, if not all, have been converted to semi-automatic only, the fact remains that they started life as a selective fire weapon, and can be reconverted just by swapping a couple of parts.
Additionally, I believe that many, or perhaps all, M-14's in the inventory are back on active duty in Iraq and Afghanistan. Lots of them were destroyed during slickwillie's tenure in the White House.

you will not find an m-14 surplus anywhere. it is an automatic weapon that is still being used today as the m-21 sniper rifle, and several of our special forces guys use them instead of an m-16. despite what others may say, all the ones you see at gun shows, or on the net are reproduction models. the springfield armory has the m1a which is the civilian model of the m-14. it is an excellent rifle. but they are expensive; the last one i saw was right at $1200. the rifle only shoots in semi-automatic mode. i think that is what you are looking for.

NO, because all M-14's are select fire weapons. For a civilian, it is tecnically possible according to the law, but in reality almost impossible without "connections" in the right places.

NO...The M-14 is a Select-fire weapon allowing semi-automatic or fully automatic firing. As a machine gun they are subject to the 1968 GCA and fall under Federal guidelines thru BATFE
*NOTE..The Civilian legal version is the M1A currently manufactured by Springfield Armory, Geneseco, Illinois
