God did not create any religion at all, He merely commanded that humans follow him and live lives of worship and love for Him and each other. Mankind, in attempting to fulfill this command, has created Religion in order to come to a collaborative understanding of God's mission. The reason that there are so many religions is that many people have come to different conclusions about God's will, who is 'chosen', etc.
These different groups usually come from one, more centralized belief (i.e., you rarely see someone simply *create* their own religion that has nothing to do with the others). because of this separation of groups from the main religion, you get what are called "sects" (pronounced the same way as a certain activity that, ironically, gets religious people very upset), which are essentially groups of people with the same basic beliefs, but who practice them in a different way, or have different views on certain points.
For example, Both Catholicism and Protestantism are sects of Christianity. Both believe in Jesus as the Savior, both use the Bible as their holy book, but Protestants reject the Pope, and have different ceremonies (or did away with certain ceremonies), and have somewhat different beliefs on more specific subjects than Catholics.
So, God didn't create different religions, humans created religion in an attempt to understand more about God and their role in what they interpreted to be God's plan.

God created life. A particular form of life on an insignificant blue-green planet created language and written word as forms of communication. This "man" then used these man-made written words and language to create an awkward inaccurate depiction of God. Language and all words are from man, not God. All written books are from man, not God. Look up into the vastness of the sky at night and you will see the futility of using men's books to try to describe the infinity of God. God does not deal in language, books, or religions. God deals in life. Life is everywhere....within you...around you...and everywhere in the infinity of space. There is nothing but life energy....the created....which is part of the creator.

God did not create so many religions. He warned us that there is no use of worshiping other gods because he is the only one true God.
Free will makes things interesting.

God didn't, Satan did. Turning people to different 'sects' that promote false teachiings is part of his way of turning people away from True Beliefs.
The Bible expressly forbids different 'Sects'
1 Corinth 1:10 Now I exhort YOU, brothers, through the name of our Lord Jesus Christ that YOU should all speak in agreement, and that there SHOULD NOT BE DIVISIONS AMONG YOU, but that YOU may be fitly united in the same mind and in the same line of thought
Titus 3:10 As for a man that promotes a sect, reject him after a first and a second admonition; 11 knowing that such a man has been turned out of the way and is sinning, he being self-condemned
There is only ONE true religion that is acceptable to God, and it is up to you to find it. Most people DON'T WANT IT and that was prophesied also.
2Timothy 4:3 For there will be a period of time when they will not put up with the healthful teaching, but, in accord with their own desires, they will accumulate teachers for themselves to have their ears tickled; 4 and they will turn their ears away from the truth, whereas they will be turned aside to false stories.

He didn't man did. He told how to follow in Hm in the 10 commandments. It is Man that has made their "own" doctrines or religions on how to worship. But there is only one way and that's God's way all others will perish

Old Japanese religion called Shinto or Shintoism have one nice proverb - There are many roads leading to the top of the hill, but from there the view is the same regardless of how you got there.
All religions have actually the same goals but the way of accomplishing it are different. Common goal of all religions is to give people hope, comfort, moral guideline in life, attainment of better survival for individual, his family, his group, nation, etc.
If people of all religions would really exercise honestly the tenants of their religions there would be peace on Earth.

It is man who has created diff religions.
One God
[21:21] Have they found gods on earth who can create?
[21:22] If there were in them (the heavens and the earth) other gods beside GOD, there would have been chaos. Glory be to GOD; the Lord with absolute authority. He is high above their claims.
Never Question God's Wisdom
[21:23] He is never to be asked about anything He does, while all others are questioned.
[21:24] Have they found other gods beside Him? Say, "Show me your proof. This is the message to my generation, consummating all previous messages." Indeed, most of them do not recognize the truth; this is why they are so hostile.
One God/One Message/One Religion
[21:25] We did not send any messenger before you except with the inspiration: "There is no god except Me; you shall worship Me alone."
[21:26] Yet, they said, "The Most Gracious has begotten a son!" Glory be to Him. All (messengers) are (His) honored servants.
[21:27] They never speak on their own, and they strictly follow His commands.
The Myth of Intercession
[21:28] He knows their future and their past. They do not intercede, except for those already accepted by Him, and they are worried about their own necks.
[21:29] If any of them claims to be a god beside Him, we requite him with Hell; we thus requite the wicked.

Your question goes back to man always trying to blame others for his failures. Adam told God, "The woman YOU gave me deceived me." God didn't make all these religions, man did. God is to be worshiped "In Spirit and in Truth" (John 4:26), but man instead chooses to worship a god that he perceives in the way he wants. Don't blame God for man's decision to disobey his commands!
Its like somebody once said, "God made man in his own image, and man decided to return him the favor."
