You cannot install XP from the Vista interface. You'll have to reboot the PC, make sure that the CD is the first boot device, then install XP from scratch. Mind you, make sure you have a clean CD key for XP so as to not run afoul of the MS Activation policy.

When you did the format using the Windows CD, did you first delete existing partitions? If you delete partitions and create a new one, you'll have access to the size of the new partition (which you could set to the entire disk). Just keep in mind though that many PC manufacturers include a small portion of the hard disk with a recovery image so you may want to exclude that portion of the disk from your "C" drive partition you create. Alternatively, you can use Linux boot or DOS boot (from USB or CD/DVDs) and format from there. Oh, are you using a retail version of Windows XP or a PC vendor recovery disk? This may be affecting the options you have since the PC vendor probably customized the installation process.

If Vista came "bundled" with your computer and you uninstall it, and you do not have the Vista CD, you will lose it.
If you are determined to lose Vista, you should uninstall it, Restart, then insert the XP CD.
Maybe you are giving up on Vista too quickly. I think if you give it a chance and set it to "classic view," it will resemble XP and help you get started. Check these out:

I don't think Vista gives permissions to downgrade to XP. Maybe burn a disk of kubuntu from www.kubuntu.com or install wubi alongside vista with www.wubi.org so that you have Linux, which is a different Operating System.

You cannot downgrade a higher generation OS to a lower generation one. Unless you format your old HD first, then you could install Windows XP.

you can boot the computer from your xp cd by inserting the cd then restarting, then after you go into the xp setup, then wipe the partition with vista on it, then install xp.

The reason is because you have a newer operating system. If you want to downgrade, you have to boot from the disc. Just make sure it is in the computer and then restart it. You should be fine from there.
