Don't use anything with menthol, it can actually make it worse. Use plain vaseline or, better yet, a chapstick with sunscreen like Burt's Bees.

Carmex is too strong for a 7 year old - or for anyone! And, it's very habit forming- you have to keep using it. Try something like Vaseline's Lip Therapy or regular Chap stick for a few days and it will get better.

I find that putting the lip balm on right before bed helps a lot but all and all it only will help if you can get him to put it on himself regularly. Maybe get him a flavored chapstick for during the day and put the carmex on at night.

Tell him if he doesn't use it then you will have to start using regular vaseline instead. Which will help but is horrible tasting/smelling in my opinion. That should help with the motivation end.

One of the first things I noticed when I started drinking more water was that my lips weren't chapped all the time anymore. Maybe your child needs more fluids.

Remove the dead/rough skin by brushing lips with a toothbrush (gently, though)
Slather on a lot of Vaseline Lip Therapy right after

I don't know from where I got it, but I have something from Burt's Bees, My son gets really chapped and sore lips on occasion while playing hockey. The lip balm I have works wonders pretty much overnight!
I mistakenly put that I have the medicated one... nope, that's not the one, sorry. It's the "lifeguard's choice" weatherproofing lip balm that we have. It's really awesome stuff, helps my son tremendously.

I think you should take him to a doctor. Or you can try blistex that worked for my brother when he had very chapped lips.

My son has the same problem. We were at the doctor for an unrelated problem and I asked him what to do. The doctor said vaseline, nothing else. It works!

I use Chapstick at night and that seems to clear up the chapping overnight and he won't eat it off.
