its the picture tube i may have to buy a new one.

Unless it is a very simple problem, it is not economically viable to have someone repair a 13" Orion TV that is out of warranty.

If you describe the symptoms the TV has, I could comment on whether the problem is "very simple" or not.

Examples of "very simple problems":

Puppy chewed up power cord.

Someone pushed the wrong button on the remote changing the TV to an unused mode causing a "no sound" or "no signal" condition.

Problem is really in the remote control.

And the all time favorite, try unplugging the TV for a few hours and then try it again. This applies to a lot of modern electronics. Sometimes the computer chips in modern electronics get confused. Removing power can sometimes let them reset themselves.

If the picture tube is broken or burned out, it is definitely not economically repairable.

The good news is that a lot a people are getting rid of perfectly good used analog CRT TVs cheap because of all the people who think they need a flat panel TV or don't know what a digital converter box is.

About $10 for a good used brand name (not Orion!) 13" TV and about $20 for a digital converter box (using government coupon program after 2/17/08).

call up a tv repair store and ask..thats your best bet. they'd know more than anybody else
