Unfortunately, there are many people out there that do this same thing. Many people are afraid of water or say the water hurts their skin. There are many reasons other than being depressed.

where is he living? Is he afraid to bathe because of the cost of utilities? Just talk with him to find out, and if he is depressed do some research for him for mental health care in your area. This is a team effort, so just be there for him.

I think you are correct. Has he always been this way? If not, you should talk to him and your mother. He needs help. While it is not necessary to bathe daily, one should bathe at least a few times a week, not once a month.
