Bouviers are herding breeds from Belgium, Black Russian terriers are a working/guarding breed from (of course) Russia. Both can be used in protection work. BRTs are bigger, if I recall, though Bouviers are still plenty big.

Edit: guys...Bouviers are from Belgium, not France (even though it's a French name). Flanders is in the country of Belgium. They are actually vaguely related to the Belgian shepherds.

They look hardly anything alike outside of having four legs and are coated? Please look up the standard for both breeds and look again at the breeds (not pictures but the dogs themselves as some people simply can't percieve well from pictures it seems). They aren't even the same size or group... On face, the Bouvier is from France and is a large dog while the BRT is from Russia and is a medium sized dog -- both different breed type and purpose as well ... Heck, a black Giant Snauzer looks more like a Bouve and they really don't :) Keep researching the breeds -- I can tell you one thing -- they both require extensive grooming! hahaha If you don't like brushing, combing and 'doing' hair, neither are for you!

The Bouvier des Flanders is a cattle herding dog from France. I am not familiar with the Russian Black Terrier but a terrier is not a herding dog.

They are a completely different breed. If you look up the breed standards on www.akc.org, you will realize this. Black Russian Terriers are very, very rarely found outside of Russia.

Two entirely distinct, different breeds.
Appearance alone doesn't define a breed.

I do not own either, but I would recommend talking with a breeder of either dog... they will tell you in a second the difference. also check out akc.org....
