I have a Jack Russell, too. I think the best thing to do is take him out every two hours so that he can go to the bathroom, and take him out REGULARLY every two hours, or else you won't be helping him break the habit. Every time he does his duty outside give him a treat or a biscuit so he knows he's doing the right thing. Jack Russells are smart dogs, so if you reinforce his good behavior then you'll get results.

Put him on a schedule.
Get up in the morning. Put him out.
Feed him breakfast. Put him out.
Take him for a walk before you leave him so he can do what he needs to do and get rid of excess energy.
As soon as you come home. Put him out.
Feed him supper.Put him out.
take for another walk and go to bed.
If you have to leave the dog all day you should provide him with an alternate means to take care of buisness. So put him in a room with newspapers on the floor and gradually cut the area you leave papered down to about a 4x4 area.

Jacks do live their crate too. Especially if you give them a blanket to get under. My husband is currently trying to get ours to just move over so he can sit on the bed.
There is the trick of puting treats near your eye when you give them, it makes them always watch you eyes for info. Since he can't hear this would be of help. By the way put in a dog door he will go out with out prompting if he can.

CRATE TRAINING! Deafness does not matter.. terriers love treats.. when he goes the bathroom outside, treat him.
also there are training schools for deaf dogs, try them, my friend has her dog trained all on hand signals now... he is a deaf dalmation.

my jrt mix is 6 months and she knows she gets a treat when she eliminates outside..big motivation:)
i never say anything like bad dog when she goes in the house anyway.

Well if you can you can get him a dog litter box and after each meal let him stay there and dont let him out until he takes care of buisssness or you can lock him out in your back yard until he does I know it seems mean but thats how they learn and make sure you scold him after he does it
