Eccl. 9:5: “The living are conscious that they will die; but as for the dead, they are conscious of nothing at all.”

Are the dead in any way able to help or to harm the living?

Eccl. 9:6: “Their love and their hate and their jealousy have already perished, and they have no portion anymore to time indefinite in anything that has to be done under the sun.”

Isa. 26:14: “They are dead; they will not live. Impotent in death, they will not rise up.”

Is it really possible for a human to communicate with the “spirit” of a dead loved one?

Eccl. 9:5, 6, 10: “The living are conscious that they will die; but as for the dead, they are conscious of nothing at all . . . Also, their love and their hate and their jealousy have already perished, and they have no portion anymore to time indefinite in anything that has to be done under the sun. All that your hand finds to do, do with your very power, for there is no work nor devising nor knowledge nor wisdom in Sheol [the grave], the place to which you are going.”

Ezek. 18:4, 20: “The soul that is sinning—it itself will die.” (So the soul is not something that survives the death of the body and with which living humans can thereafter communicate.)

Ps. 146:4: “His spirit goes out, he goes back to his ground; in that day his thoughts do perish.” (When the spirit is said to ‘go out’ of the body, this is merely another way of saying that the life-force has ceased to be active. Thus, after a person dies, his spirit does not exist as an immaterial being that can think and carry out plans apart from the body. It is not something with which the living can communicate after a person’s death.)

With whom are those who endeavor to speak with the dead actually communicating?

The truth about the condition of the dead is clearly stated in the Bible. But who tried to deceive the first human pair about death? Satan contradicted God’s warning that disobedience would bring death. (Gen. 3:4; Rev. 12:9) In time, of course, it became obvious that humans did die as God said they would. Reasonably, then, who was responsible for inventing the idea that humans really do not die but that some spirit part of man survives the death of the body? Such a deception fits Satan the Devil, whom Jesus described as “the father of the lie.” (John 8:44; see also 2 Thessalonians 2:9, 10.) Belief that the dead are really alive in another realm and that we can communicate with them has not benefited mankind. On the contrary, Revelation 18:23 says that, by means of the spiritistic practices of Babylon the Great, “all the nations were misled.” The spiritistic practice of ‘talking with the dead’ is actually a fraudulent deception that can put people in contact with the demons (angels that became selfish rebels against God) and often leads to a person’s hearing unwanted voices and being harassed by those wicked spirits.

We CANNOT talk with the dead.

In Deuteronomy God warns us of occult practices.
God clearly says it is an abomination to him. They were fortunetellers and wizards who practiced with enchantments, witchcraft and charms.
Although the bible does not use the exact word communicate with the dead, it does say "consult with familiar spirits" and a "necromancer" which is exactly what he forbids us to do. Research the book of Deuteronomy chapter 18 v 10-11. I hope this will shine the light on your question.

They lie.

Eccl. 9:5,6
For the living are conscious that they will die; but as for the dead, they are conscious of nothing at all, neither do they anymore have wages, because the remembrance of them has been forgotten. Also, their love and their hate and their jealousy have already perished, and they have no portion anymore to time indefinite in anything that has to be done under the sun.

Those who speak to "the dead" aren't necessarily communicating into empty space. But it's not the dead that they're talking to. It's the demons that want us to believe the first lie ever told;

Gen 3:4
“You positively will not die."

Well, the bible verses all imply that it is only the body which is dead. Of course, you can't communicate with a dead body! That much makes sense to me. However... It says nothing about the spirits, souls in Heaven and Hell, Purgatory and Limbo... that is if you believe in all of these things. I kind of doubt the whole religious thing. And I absolutely think all psychics, paranormal and ectoplasm are all fakes in one form or another. Do a search using your favorite search engine for "The Amazing Randi" and look over his stuff. He has offered a reward for proof of psychic or paranormal activity that can be replicated under laboratory conditions. Last I heard (It has been a while since I last visited the site I reference below) it is up to a million dollars and hasn't been claimed. It isn't up to me to prove God does NOT (it being impossible to prove the negative.) exist, but rather for you to prove God DOES exist. Until then, I will go on being the skeptic I am, a Doubting Thomas kind of guy when it comes to ANY organized religion, spirits, ghosts or anything else paranormal. And for this non-belief of mine, every religious person out there will say I am doomed, doomed, doomed to suffer for eternity in Hell... I promise I will not try to cram my non-belief down your throat, but why is it that you religious people out there are pretty much always trying to cram your dogma down mine? Why else do those people keep ringing my doorbell? Why else do friends of mine insist on trying to get me to go to their church? Why is it every religion preaches tolerance, but denies any other faith as non-believers and doomed to suffer because of their beliefs? Is the God of the Catholic church the same God as the Protestant church? Each has a version of Heaven, Hell, purgatory and Limbo, but each insists the other is wrong about God. And look what the arguments over this difference has done to Belfast. Organized religions can't all be "right" but they ALL could very well be WRONG. Maybe there IS a God, but there are NO followers, and THAT is the one true God making all of the organized religions wrong. Of course, a God with no followers is just like not having any God at all as far as I am concerned. I'll find out when I die, as will you. And then it will be too late to do anything about it. If I land in Hell for my non-belief as all of the religious people keep telling me, I will be the first to convert and worship that one God, but every religion also has no redemption in this case. I made a mistake and believed in the wrong system and for this error, God punishes people in Hell for all eternity. Seems like a vengeful and angry God to me. Wow... I got more fired up over this than I thought I would... It continually amazes me how many people claim to speak with spirits, and then charge money for this. I might be a little more inclined to believe if no money was involved and there was some kind of proof that could be replicated on command. I guess I just do not have any faith in faith...

Nobody "communicates with the spirits" but a lot of people run scams and pretend they do (and a few are just plain nuts and THINK they do).

Nobody can communicate with dead people because they're, well, dead.
