after a guy meets a girl is it a good idea to to send her flowers before he asks her out?

2. Increase his chances of what? Dating her or sleeping with her? Because if it is just to sleep with her, might as well go the cheap route. However, if you actually want a relationship, treating her like she is special is never a bad thing. More impressive if you bring them to her though. But if you have to send them, a card saying something like "can't wait to see you tonight" (spelled properly) works.
But you've got to have something lined up afterward. If you send her flowers and get her anticipating the evening and then take her somewhere lame, you just lost all of the points you gained. So if you're going to do the flower thing, have a great restaurant lined up and something fun to do.

wait for the break up, and then if she seems open to it, tell her, it will be romantic, like you were always in love with her. But DO NOT tell her while she is in a relationship. And you have to back off a bit and try to determine weather or not she is happy, or if you you just want to think she may not be. Because if you overstep there, you will lose her has a friend and become a joke.

this depends because some guys think that they need to suffocate a girl so she knows that he likes her.. i wouldnt send flowers untill maybe the first or second date so you dont seem like a weirdo and she'll think that you are romantic and you'll probably get her better.

uhm, if your abbbssooooluuutellly sure she likes you as much as she likes you, then yes, but it can creep a girl out really easily, make sure she doesn't follow that whole "flowers say i'm sorry, chocolate says i love you" but if i really liked a guy and he sent me flowers, i would love him, but i think you should ask her out first, then send the flowers, kind of like an intro to....this is going to be a great relationship

Flowers, yes- but not roses. They are so cliche and make you look like you are trying to hard. But I would wait and bring them when you pick her up for the date.
