No. If you have an itch anywhere your aloud to scratch it. God will understand. I don't call that a sin at all. Your just scratching not playing with your self. Your friend might have thought scratching was considered a sin because it's a sin to have sex before your married and masturbation is doing it with yourself and he might consider that as a sin and he or she might think that scratching is the same thing.
Well, I heard it was a sin to have sex before your married.
Let's just put it this way, I highly doubt it's a sin. Your not playing with your self if your scratching your just getting rid of your itch, but I'd say don't do that in front of people cuz alot of people think that's gross.
Ok I'll stop for all I know I might be grossing you and/or other people out.

Scratch it if it itches, its not a sin and there is a difference between scratching and masturbating, and if your friend doesn't know the difference between the 2 then he needs to grow up a whole lot, and if your friend reads the bible correctly he will see there is no mention that touching your penis is the same sin as murder, tell him to stop procrastinating.

From what I know, masturbation is considered a sin because it 'wastes seed'. I highly doubt scratching enough down there will lead to that, so I wouldn't worry.
I somehow doubt that any god would send you to hell to scratching an itch.
