Say what you said in your question, it really doesn't matter how you ask, just if you do!

If you know the person, just ask what their plans are, if they have none, suggest meeting somewhere.
If you have never met them it may be more difficult, but give it a try. If they are the opposite gender, you need to make it clear whether you consider this a friendship only meeting, or something more...and whether they could bring a friend or friends.

I agree with the first answer. Just ask!!! Girls like it when guys have enough courage to do it. Just start up a conversation and ask her if she's doing anything for New Year's, then if she's not, she's giving the green light for you to ask!!! Good luck!

ask them what they're doing on new years and then casually tell them where your going. be nice and make sure they dont already have plans with someone else and finally, just invite them to hang out!! maybe it would be better if you went with a few people rather than just your new friend, so she/he doesnt feel like its a date (unless thats what you were hoping it would be). hope my advice helps!!

"hey are you doing anything on new years?"
if theyre not so busy then you could say:
"oh cool, would you like to hang out that day?"
