I'm trying to bring over a Chinese friend for a week's visit here in America. He doesn't have a passport or a visa. I'm wondering, does anyone know the process and fees for him to get a passport, or a website where I could find this information?

Request for the birth certificate of the Chinese national and other identifying documents. Use these documents to apply for a Chinese passport. Finally, apply for a US visa by presenting the passport and documents showing that your friend will return to China after the visit.

You need to know that it is very very difficult for a Chinese person to gain permission to leave that country. It's a communnist country in spite of the "pretty face" the Chinese are trying to put forth to the world. It could take years to achieve the results you want. If he "knows someone" in China that's the fastest way to obtain permission.
