I installed crown molding with popcorn ceilings. What I did was took a small piece of crown, set it to the wall and ceiling, then took a putty knife and scraped off the popcorn just far enough for the molding to sit flush against the ceiling. Once I got the crown installed, I caulked the edge with paintable caulking. While the caulking was still wet, I took a cheap paint brush, dipped in water, and smoothed out the caulking. I then primed the crown and ceiling and painted. Beautiful.

I'm the only one that disagrees. First of all if you give a popcorn ceiling a couple of coats of paint it calms them down and they don't look that bad. It's important to let the paint dry thoroughly before you put the second coat on. If it isn't dry the popcorn finish can peel off in spots when you apply the next coat. You can easily put crown moulding over my old house's ceilings and they were popcorn ceilings. Do you have to hire someone to remove the popcorn ceiling? That can be pretty expensive because I had to do it in one bedroom years ago.
It's do-able.

Popcorn ceilings are really ugly so I would definitely remove it before you add beautiful and classy crown molding.

Popcorn ceilings scream bad 60's design! If you are going to the effort of installing crown molding, please do it on a nice smooth ceiling.

If the molding is to be painted,no. Caulk between the crown and ceiling very carefully , then touch up with paint. If the crown is stained ,yes.
