First, we need to address the singular, unique, uncomposed, uncaused cause of the composite we call the universe, or, as you're imagining, a series of universes enveloping other universes. Whether there is or isn't life on other planets around other suns in other galaxies, even in other universes, we still have this overarching concern.

You already see that with NASA. We are too far away, and at this point likely not able to build a powerful enough telescope etc to locate those TVs in outer-space. The universe is built to scale!? Maybe you did not understand what the speaker meant by scale.

Nope. I don't think anybody believes that complex designs that are functional can happen by accident. However, most theists believe that complex designs that are functional can happen by magic. In any event, your implied argument is that if we can't explain how complex designs could arise, then we have to believe that god did it. I've painstakingly demonstrated why that is invalid to you several times now.

The physical environment we live in and the metabolic requirements of an organism put constraints on the possible sizes of an organism both at the minimal and maximal constraints. Such physical constraints really neither prove nor imply a supernatural creator.

You do know our bodies are made of cells. And all cells are basically the same size. So a micro sized person would have a micro sized brain. We call them bacteria. And we can barely see planets with the Hubble. So how would we see a TV unless it was bigger than a planet?

Even if other galaxies had life, telescopes aren't that powerful.
The light from the nearest star besides the sun takes 4.24 years to reach earth. This means that the next closest object outside our own solar system is very, very, very, far away. In other words, even with the Hubble telescope, it's too far to see if people are watching TV.
Seriously, I don't mean to be rude, but were you dropped as an infant? Studies show that serious concussion can cause mental retardation.

Our current technology allows us only to see very large plantes the size of Saturn or Jupiter. The gas giants have no life here, and would not be expected to have life elsewhere. We can't be sure that life doesn't exist at other stars, because we haven't explored them yet.

Because a "micro society" would not have the mental ability (due to insufficient neuron connections) to develop technoology.
The second part of your question doesn't make any sense.

There is nothing in evolution so say that human like creatures are the "end" or "goal" state. To assume that we are is a supreme arrogance.
Not sure what your photo is trying to illustrate, as it is confirmed that the universe is expanding and that the rate of expansion is consistent with it's age.

Micro life? What are you talking about? This is the universe so anything else would be contained in this universe
Micro life like "ants?"
If there are more universes, so be it, but then they'd just be alternate universes, much like we have other planets (but we dont call them "alternate" planets")
