How do they finance projects such as the construction of new Kingdom Halls and branch offices?

As a religion, Jehovah's Witnesses have never recommended or even suggested tithing. Witnesses believe the bible to teach that tithing was a requirement of the Mosaic Law, which ended with the impalement of Jesus.

Voluntary donations have always supported the worldwide work of Jehovah's Witnesses.

No the practice of tithing ended with the fulfillment of the Law Covenant.

Kingdom Halls and Branch facilities are financed by voluntary donations from individual Jehovah's Witnesses.

The same question can be levelled at the so-called Christians always trying to outdo each other, building mega Churches etc. Have you seen that Glass mega Church in the US yet?
So to get back to your Q. They steal the hard earned money from their followers wallets by twisting the Scripture for their own ends.
That is why we all must wake up and recover the original gospel of the water and the Spirit the Lord gave (John 3:5).

Even the Prophet Hosea cried out in utter frustration, "My people are being destroyed for the lack of knowledge."

No we do not do that. Everything is by voluntary contributions. It's what it comes from the person's heart and wants to donate.

A significant amount of the organizations money comes from wills. people leave their estates behind to the organization.

Everything is covered by voluntary contributions from Witnesses and non-Witnesses alike. No one receives a salary, so all the money goes towards the intended purposes.

EDIT: People bequeathing their wills to the organization falls under "voluntary contributions"

Jehovah's Witnesses make donations (as much as they wish) which are used to spread the good news of God’s Kingdom (producing Bibles and Bible-oriented publications as well as audiocassettes and videocassettes, building Kingdom Halls, sending out traveling overseers to fortify the congregations and to encourage them in their public ministry etc.)
