This looks like a Standard Message that come up when you have placed a different Region DVD in.
Or, it may be because of a Homade DVD that has been made No RCE thus removing all Regions.
This can sometimes happen if one is not very carefull when making copys.
Also it can happen when Newer DVD's are placed in some players that have not been equiped with the latest firmware to read the latest Security Features.
It can also be a little frustrating to isolate the problem.

First check your dvd reagion. If it's OK! try another DVD player software like power DVD. Some times windows media doesn't works correctly. I don't know the reason for it.

K-lite codec pack should solve the problem. It comes with WMP
classic that can play DVD-s and does not have problems with dvd regions, and best of all it is free.

Looks like a codec problem. You should try Miro instead of VLC: http://www.tinyduck.com/quack/Miro
