In some states, without government controlled liquor (ABC Stores), the liquor stores are open every day of the year.
In others, with government control, they are not open on Sundays and a handful of holidays.
December 31st is not a Sunday nor is it a holiday. I expect that liquor stores will be open where ever you are.
