Vietnam War
December 1, 1969 - The first draft lottery since World War II is held in New York City. Each day of the year is assigned a number. Those with birthdays on days with low numbers will likely be drafted.

Has been active since before the US entered World War Two until mid 1970's; in the 1969 to make things fairer since few of the people being eligible for the draft were actually drafted they modified it to use lottery system to select dates of birth to be used so it would be more random and was a change to how the draft was done. It was actually in effect from 1940 to 1973 as noted by the lovely lady above the only years people were not drafted were from 1946 to 1948 as the military sized down.
Edit: The lovely lady is Lillian-could not remember the name so I used a fitting description-no offense meant. As a note only 25% of the miltary personnel in Vietnam were draftees and they made up about 34% of the military as a whole so a draftee had less chance of going to Vietnam then a volunteer.

President Franklin Roosevelt signed the Selective Training and Service Act of 1940 which created the country's first peacetime draft and formally established the Selective Service System as an independent Federal agency.

From 1948 until 1973, during both peacetime and periods of conflict, men were drafted to fill vacancies in the armed forces which could not be filled through voluntary means.

to SGT big Red.....the lottery was a part of the draft. that was why I went back to the 1948 numbers.
