You don't apply. It is an elected position. Register and run for office.

the magistrate in Alabama is applied for and a typing test was given? (did 50 of 50 wpm) was beaten by a female who typed at 100 wpm?
justice of the peace?
probate judge is an elected position.

I dont know the rules in every state but I think in most (like mine) it is a local elected office where the candidates are put up by the political parties.
