Maybe he is just a big flirt. The very times I was with someone I almost had the urge to flirt more than normal just because I knew I shouldn't be doing it.

Flirting does not mean that he is ready to cheat on his fiancee, so don't jump into conclusions. Until he crosses that line it is just that. Flirting. It's up to you to either flirt back or ignore it.
