how do you give the pollen to the female do you just sprinkle it over it or do you put it in the soil?

There are no male and female flowers when it comes to roses. The pollen of any flower is considered to be the male gamete.

What you would want to do is to cut off the anthers of the flower you want to be the "female" before the flower fully opens, and cover it with a bag to prevent insects from getting in. This prevents the rose from fertilizing itself or being crosspollinated. Then use the pollen from developed anthers of the "male" flower you want to cross with it and place the pollen from it onto the female's stigma (clear colored shape in the center of this photo: http://www.painetworks.com/photos/ik/ik0100.JPG) Once you've pollinated the flower, put the bag back so no other pollen gets to the flower.

You can transfer the pollen by cutting off a few anthers and physically touching them to the stigma of the female or you can use a fine artist's paingbrush to do this.
