#In the petroleum refining, petrochemical and chemical manufacturing, natural gas processing and power generation industries, the term safety valve is associated with the terms pressure relief valve (PRV), pressure safety valve (PSV) and relief valve.

The generic term is or Pressure Relief Valve (PRV) or Pressure Safety Valve (PSV)

Relief Valve (RV): automatic system that relief by static pressure on a liquid. It specifically open proportionally with pressure increasing.

Safety Valve (SV): automatic system that relief by static pressure on a gas. It specifically open almost straight to full lift after a pop sound.

Safety Relief Valve (SRV): automatic system that relief by static pressure on both gas and liquid.

Pilot-Operated Safety Relief Valve (POSRV): automatic system that relief by remote command from a pilot on which the static pressure (from equipment to protect) is connected.

Low Pressure Safety Valve (LPSV): automatic system that relief by static pressure on a gas. The pressure is small and near the atmospheric pressure.

Vacuum Pressure Safety Valve (VPSV): automatic system that relief by static pressure on a gas. The pressure is small, negative and near the atmospheric pressure.

Low and Vacuum Pressure Safety Valve (LVPSV): automatic system that relief by static pressure on a gas. The pressure is small, negative or positive and near the atmospheric pressure.

RV, SV and SRV are spring operated (even said spring loaded). LPSV and VPSV are spring operated or weight loaded.

A pressure reducing valve brings the pressure down to some constant level that is safe for the downstream equipment (it is something that is constantly working). A safety valve is something that only opens when the pressure exceeds a safe level. On all large boilers you will find two safety valves (two in case one of them fails to open). These will open up as soon as the boilers pressure rises above the boilers maximum permissible pressure (protection against the boiler exploding). A pressure reducing valve will be fitted just before a cooker that will bring the steam pressure down to a level that is safe for the cooker to use. It's normally a good idea to have a relief valve downstream of a pressure reducing valve (a relief valve is almost like a safety valve). If the pressure reducing valve fails, the relief valve will open up and provide a outlet for the steam so that the cooker doesn't get damaged.

A pressure regulator is simply a device designed to maintain a certain pressure on a system or piece of equipment. A safety relief valve is a device designed to prevent the over pressure of a system or piece of equipment. The intent is to prevent a failure, rupture or explosion. The basis for the design of a pressure regulator is governed by good engineering practice while a safety relief valve in most cases is also governed by specific codes, regulations and laws. In the United States local boiler and pressure vessel regulations are the most common governing agency along with the ASME/ANSI Codes.

In most of the US, the two terms are used interchangeably by engineers. There may be some codes that use one term or the other but the function is basically the same.

They are simply devices to relieve pressure. All of them including pilot operated relief valves rely on a spring that much be over come by pressure to work.

"Pressure safety valves" are pre-set pressure valves and the setting is made by the manufacturers, further it cannot be adjusted.
"Relief valves" are meant to set the desire pressure to operate the equipment safely.
If the relief valve malfunction or fails, the pre-set safety valve (PSV) opens and avoid dangerous explotion and break down.
The above valves are widely used in steam boilers.
