I need a SUV for around 25k dollars (used) but is decent on gas, reliable, and has offroading capabilities --Im not talking about rock crawling. Just going around on dirt roads, mud, foot deep water stuff like that (romping) I was looking at a ford Explorer, but I am not sure. Any Sugestions....

Sorry I'm new at this so what is a lift kit. Is it strongly needed, and what do you think about a Laredo?

Jeep Wrangler would better fit the bill in my opinion. A stock Jeep is a whole lot more capable than the Explorer ever could be. Sounds like you've already been bittin by the wheeling bug, and only a matter of time before you will want to be able to go bigger and farther... There is a huge aftermarket for the Wrangler and Cherokee, and even the Grand Cherokee and Liberty. I haven't seen a lift kit available for a Explorer since the 90's.

Ford explorer is a good all around SUV. Little heavy on gas. Theres also the Jeep grand cherokees 4.7 litres or 3.7 litre and even the Jeep cherokee 3.0 diesel ( combined 28 mpg ) very very good for an SUV of that size along with its off-road capabilities. ( its trail rated ) or if your looking for something a little smaller try the Nissan Xterra or the Jeep Liberty.

The Ford Explorer is good for everything you have listed except for maybe the mud, but a good set of tires might help. The Wrangler is great off road, but they are marginal at best on the road. A great compromise might be the Cherokee or Commander. I have seen Cherokees and Commanders do some pretty good off roading at the Mounds (an off road park) and they seem pretty good on the road.

For god sakes buy a Jeep Wrangler, or even an Older style Jeep Cherokee for offroad use. Ford Explorers suck. They don't hold up to offroad abuse, and they can't even handle much dirt and gravel road use without something breaking or falling off. They get terrible gas mileage, the 4x4 sucks on them, and they roll over too easy. And be sure you get an older model jeep with the 4.0L I6 engine, they're bulletproof engines and hold up real well to abuse.

Jeeps will go practically anywhere, granted you know how to drive. They will still roll over, but most have sway control bars on them to help control body lean somewhat better than the explorers without any sway control equipment.

The lift kit makes the car higher. You might need this if you're going to be in deep water. Water never should go above the axles, no matter what car/truck you're in.
I have had 2 Explorers, '97 and '06, and they are great for snow, mud, back roads, etc. I've never gone "mudding," so can't say about that.
