Makes no difference at all, what's important is the quality of the dogs producing the pups. If you have two skanky dogs, you're unlikely to get a top quality puppy, first litter or not.
As for what drives the cost - someone who has breeding quality dogs has probably invested a lot of money in them in the first place. The cost of showing a dog to its championship will typically run several thousands of dollars, for example. Figure up the cost of a couple of years of vet care, feeding and maintenance, and add that to the investment. If someone breeds their b*tch to an outstanding dog, they will either give pick of the litter to the dog's owner, or pay an equivalent stud fee. Just for purposes of illustration, let's say they pay a $1000 fee, and produce a litter of five puppies. There's $200 each already. Then there are vet fees, which could range from a hundred or so up to a few thousand, if there's something like an emergency C-section. After that, there's a round of vaccinations at roughly $100 per puppy, plus food, etc. Over the lifetime of the b*tch, she might be bred three or four times at most. Say four times at five puppies each for 20 puppies, time $1000 per pup = $20,000. That might just about cover what it cost to produce the first litter. If you have show quality puppies, they will sell for more, but you won't get that every litter.
OTOH, if you're in it for the money, you just get two dogs, throw them together, breed the b*tch on every heat cycle until she's worn out, and scam the public with overblown prices for inferior dogs.
If you avoid getting scammed, it's like anything else - you pretty much get what you pay for.
Your best bet to get a good dog at a reasonable fee is to locate a boxer rescue group that serves your area and go that route. Sometimes, they even have puppies.

Makes no difference (the genetics of the parents is what matters) and , if anything, it would be better to get puppies from a more experienced mother. In addition, after a litter or two, if the mother passes on any significant problems, she will be pulled from breeding - you cannot know from a first breeding. Breeders are by far the best source to get a dog if you are interested in having a decent idea of what the dog will be like - puppy mills do not supply breeders and one can easily tell the difference between a serious and/or hobby breeder over one that is a conveyor line operation supplying pet stores.

Don't buy from your local pet shop, they usually just sell for money and make up information that will appeal to the customer! Our puppy was supposed to be 2 lbs when fully grown and ended up being 8 lbs!!! Choose from a breeder, and try searching locally rather than online, so you can check the dog. You can probably argue a good price too!
Hope this helped, enjoy your pet and have a happy new year! :)

"Some of these dogs aren't even show dogs, so what drives the price so freaking high. "
dear, that is cheap.
A true show quality pup would be at least double that.
You get what you pay for. with a breed that can have so many health problems, i would not get a cheap puppy. It costs money to breed sound ,healthy pups. Therefore, they cost more.

Makes no difference if it's the first litter or not. There is no such thing as a ' breeding pair ' so don't buy from someone who keeps breeding the same 2 dogs over and over and over again. They are not trying to improve on the breed, they are breeding merely for profit.
Contact your local Boxer club and find out who they would recommend to you.

Prices can be high because irresponsible breeders are trying to make some money.
Look up a registered breeder, and reserve a dog. You can be put on the waiting list, and when a female gives birth, you can get a healthy puppy. A good one may run you about 1,000 at the least. Its better because they are usually healthier.
And if you buy from a responsible breeder, they usually only breed their females once, so you will be getting a first batch puppy.
