For a while yes. It tends to go in cycles and I have seen several over my 34 years with the military from all the way back during the Viet Nam era to 2006. Right now the Air Force is doing a lot of realignment since more things are being contracted out or civilianized like communications and a lot of data processing areas. So some fields are experiencing large cuts while others still have a large demand. The defense budget and needs of other services like the Army and Marine Corps have an impact on this as well. Currently you see little of "robbing Peter to pay Pual" going on because of the war and also the way we fight wars has drastically changed. This will have some impact for many years to come and the size of the military will ebb and flow along with your ability to stay in it as times and the need for it changes.

Maybe not so much re-enlisting if you don't mind cross training since the Air Force is going through force reductions a lot of airmen aren't getting a CJR while they are in their first enlistment so for them to stay in they have to cross-train. This may not be a problem for some people that hate their job, but for those who love their job and wouldnt want to do anything else, well theyre screwed if they dont get their CJR.
