An upside-down cross refers to the crucifixion of St. Peter.
St Peter was crucified on an upside-down cross. If you read the bible, in the New Testament, Jesus tells Peter that the Romans will accuse Peter of knowing Him, and that Peter will deny knowing Him three times, for fear of being also apprehended and persecuted by the Romans, like Jesus. Later on in the Gospel story, Peter actually does deny knowing Jesus, after the Romans see him and accuse him of knowing Jesus. So, according to tradition, St. Peter, who came to Rome to preach and continue the faith of Jesus, was imprisoned and eventually crucified in Rome, by the Romans. Supposedly, he chose to be crucified on a upside-down cross, perhaps because he had denied knowing Jesus.
And that is the story of the upside-down cross.

It is primarily the cross of St. Peter and not a satanic symbol, it is named thus because when St. Peter was martyred he was crucified in that manner by choice. Some believe it as being a satanic symbol or a anti-Christian symbol, but this is more of people inside the Christian belief system than actually from people who practice satanism or use the cross of St. Peter. The cross is a standard plain Crucifix not a Crucifix with Christ on it, which probably would be some form of anti-Christian statement if hung upside down.
