You should have got your refund by June 2006. You must call IRS and find out about your refund.
IRS Refund Hotline at 1-800-829-1954.

Backup, HOW do you know that your tax form was registered and processed?

Which form series did you file? 1040/1040A/1040EZ or a 1040NR/1040NR-EZ? The last two forms cannot be filed electronically and must be mailed in.

The first two years in a J1 visa status must use the 1040NR or 1040NR-EZ. After that it depends on your residency status. The 1040NR/1040NR-EZ only allow you to claim your personal exemption ($3300) and state income taxes withheld. This is less than a resident return and generally causes you to get a very small refund. (Yes, I know there could be a tax treaty, but you don't give enough information.)

WHO did your tax return? Did you fill it out or did you pay someone?

It won't cost much. Many of the world's call centers are in India. That wouldn't be the case if calls were expensive! There are plenty of long distance carriers that offer service between the US and India for less than 5¢ per minute.

It ordinarily takes six to eight weeks to process a tax return. It would take about a week in the mail for a refund check to reach you in India from the USA.
