a half of a second or less. why are the here? for example.. when i hear the background noise on a call i here sssssss *p* ssssss
the p stands for the sound the interuption makes

You have a priority channel set. When receiving a non-priority channel the scanner will check the priority channel to see if it is transmitting. If so, it will switch to that channel over all others. The slight interruption is when the scanner leaves the channel it is on to check the priority. It looses the audio from that channel. There should be a priority switch on the scanner. Just disengage it for interruption free reception on all channels.

It could be someone keying a mic to speak, and having to wait before speaking.
