Well i do not believe that its so much as they have different vocal cords.
They are not as intelligent as humans. But another thing to consider is that parrots can say words, And that is a little bird. Maybe its just the intelligence of the animal. A dogs vocal cords are much thicker than ours and less sensitive.
They are designed to make noises and not words. But parrots were not designed to speak the language of humans. And dogs were not meant to balance balls on there noises, jump through hoops,or fetch balls but they do it anyway.

not all vocal cords are the same, and vocal cords only develop to serve the needs of the body they are in.
Dogs have no need to speak like us, nor the consciousness to do it. Their cords have only developed to growl, howl, wimper bark, and things like that.
Humans long ago lost the ability to use and read the subtle body language we used to communicate with. We stopped reading it, and stopped reading energy-so our vocal cords, which had previously just grunted, etc, developed to match our brains, which were developing language.
Then you get into the fact that we are different from the animals, we can rationalize, imagine, and we have moral reason. We know right and wrong, even if it is detrimental to our survival. Animals won't do what will hurt them in the long run.
so, we have verbal language. animals don't need that, so their cords didn't develop like ours.

Their vocal cords are different from ours as well as the shape of their mouths so they can't form words. Pretty much all animals have vocal cords but they are made to make different sounds and pitches.

it is more than just vocal cords it the connect from our brains. dog aren't meant to talk in human but they talk when they bark but to other dogs. and they communicate to us by body language and through different barks. do you want a dog to talk any ways they would just repeat them selves. they stay at a 2 year old mentality where as we grow up and change our thinking and get smarter. dogs can't their brains are too small to grow to a more sophisticated mind.

they weren't meant to talk in the human sense. if everything on earth talked like us we'd never get a moments peace! They bark, growl, yelp, and whine that's what their vocal cords were designed to do. Something in there wasn't designed to form words

They do not have the part of the brain that allows them to articulate sound into actual words..but you can teach your dog to mimick words(kinda like a parrot). My pit mix can "say" momma and no. They also don't have the right structure to their mouths to form words...it would be cool though if they could talk huh?

My neighbor's cow goes "Moooooo". My parents' duck goes, "Quack Quack". Have you never heard of Ole McDonald?
As to the need for a "talking dog" they are very good communicators without talking in English or whatever your preferred language is. I have no difficulty understanding mine.

Because they aren't taught how to speak. Their vocal cords are not as sophisticated as ours.
