The secret for maintaining mouna lies not so much on a struggle for maintaining a silence, a kind of grappling with yourself to achieve that. If you start doing that, you will never end in silence. Start visualising yourself as a witness to all the rambling thoughts. Let the thoughts come and pass by and you will be a passive spectator. A state of thoughtlessness is antar mouna. Once, you learn to develop the attitude of a witness, the thoughts will finally disperse like a cloud, which had emptied the water within it.

The real Mouna consists of remaining in silence(i.e.,not talking), but it also extends to thoughts and feelings too.Kaya,vacha,manasa-body,speech and mind-must be in silence. If we can not remain that way, thoughts creep in, then, at least replace thoughts with thoughts of God constantly as long as you maintain Mouna.
If we can maintain Mouna in its true sense, miracle could happen to us,whole body chemistry changes, and we would be lifted to new level of consciousness/existence.

It needs a strong will.Just try to keep mum as long as possible on some chosen days.keep a notebook and pencil at hand when you are keeping mouna., so that you may jot down in case you are required to say something .This may help you keep mum for a longer period .
you can also develop your will power by auto -suggestion.

According to Patanjali the MOUNA or the Silence is there within the mind.
Just by keeping our mouth shut...there is no use.
Our mind should be silent. That is called " VIRAMA PRATYAYA"
By thinking upon only one subject you can practice the perfect MOUNA.

First of all, I do appreciate the querry.
mouna is a condition of body and mind- a state where u do minimum activities, try to get lost in divinity, accept whatever u get from cosmos.
any act needs planning, supervision, continuous evaluation, these are all normal and we hardly pay attention, but still we do it. In mouna, we try to get devoid of it all.
in mouna u expect only cosmic divinity on which u have no control, so u will automatically achieve thoughtlessness.
With the above forelogue, I would recomend mouna enmass, where a lot of people gether in utter silence and synergetic effect will be marvellous. I remember, in Brahmakumaris, there was such a program and it was named "mouna Bhatti". Really it activates u to accept cosmic vibrations.
else try to get detached from various activities by self will-power(sankalpa).
U don't speak,
u don't listen.
u don't think.....

I suggest that you keep yourself occupied seriously in work and your sadhna( ie your worship, japa, reading scriptures etc whichever thing you do so as to remain serene, least distracted and least keen to talk)
That would make it easier
